    The proposed European constitution, adopted by EU member states on 18 June 2004 and currently being subjected to various types of ratification in countries across the EU, is a danger to democracy. It is an attempt to impose a socially destructive and economically neo-liberal order on a European scale.

    In 13 consecutive opinion polls in the past month, French voters have said that they are planning to reject the EU constitution in a referendum on 29 May. A French Non would in effect wreck the treaty and leave the enlarged EU to struggle on with its existing system of decision-making. This would also deal a near-fatal blow to the continent’s bold unification ambitions.

    The world crisis of capitalism has hit Europe very hard. In all European countries we are witnessing budget cuts, privatisations, and social regression. There are officially 16 million unemployed in the EU-15, which is around 9 percent of the population. Poverty affects 70 million people, of which 17 million are children.
